I can't tell you when Runescape 3 is going to come out and if it's coming out ever, it's up to Jagex to decide. All I know is how longer they stay with Runescape 2 it's going to take more time to create a Runescape 3. Upgrading all the graphics, animations and skills. They might as well decide to create a whole new game and keep Runescape 2 open.
If they decide to upgrade to Runescape 3, you'll most likely keep your stats, items and quest progress and keep Runescape 2 alive like they do now with classic.
If they just start from scratch then you wouldn't keep your stats, maybe your name and holiday items (would be cool :p ).
One day Runescape 3 might come out, it might not be today, it might not be tomorrow, so have fun with Runescape 2 when you can, because you could outgrow Runescape before version 3 comes out.
